Tender for the Acacell Pulp Mill Project
Dear Sir,
Acacia Cellulose International Sdn Bhd (Acacell), a wholly owned company of the Sarawak State
Government plans to build and operate a new green field Pulp Mill with a capacity of 850,000 ADt/y of
bleached hardwood Kraft pulp in Bintulu,.alaysia. Acacell intent to appoint a Contractor to design,
build, commission and start-up the Plant on a turnkey EPC (Engineering, Procurement and
Construction) basis.
You are hereby invited to submit a Firm Price Tender Proposal for the said Pulp Mill Project (The
Tender Proposal). The attached RFP Documentation will define the Scope of Works, responsibilities
and obligations of the interested EPC Contractors on which the Tender Proposal shall be based. The
RFP Documentation is divided in two sections, i.e. Section 1: Legal-Commercial and Section 2:
Technical Document.
The Tender Proposal shall be submitted no later than [Date] [Month], 2011 in three (3) hard copies and
one (1) electronic copy to the Executive Chairman, Datuk Haji Abdul Hamed Sepawi,
(dahsep@gmail.com). Any queries regarding the RFP Documentation shall be addressed to the Project
Manager, Mr. Alain Dion (adion@acacell.com)
This invitation is not a legal binding document that bound both parties to an exclusive arrangement and
it is an absolute prerogative of Acacell whether to accept or not the Tender Proposal after due
consideration and Acacell is not oblige to provide any reason for any decision duly decided.
We are looking forward to receive your Tender Proposal and would like to thank you for your effort and
time spent in its preparation.
Please return the attached Tender Acknowledgement Form within seven (7) days of receipt.

General Contractor- Metallurgical Corporation of China Ltd.(MCC in short), its all-owned subsidiary company China 22MCC Group Corp. Ltd (22MCC in short), will be on behalf of MCC to execute the Acacell Pulp Mill Project.

Engineering design:

Ø China BCEL International Engineering Co., Ltd. (BCEL in short) is a Class A engineering designer in light industry and focused on engineering design and consulting of pulp mill.

Procurement:

Ø Nine Main Process areas: will be supplied by METSO which has been nominated by the Employer.

Ø BOP areas: If MCC is awarded the bidding, we will preferentially select the qualified suppliers with good experience in pulp mill industry for the BOP area, the list of suppliers is mentioned in Lot 18 of Volume I.

Construction:

Ø Civil works: In order to ensure the quality and time schedule, if MCC is awarded the bidding, we will first select the labour source and technical workers owned by ourselves to complete the civil works of main process plants. Considering their advantage, we will select some local teams such as Naim Company etc. to undertake the site leveling, piling, cutting and filling, and auxiliary buildings of this Project.

Ø Subcontractor for erection work: according to the plan, if MCC is awarded the bidding, we will plan to dispatch our own working teams with the rich experience in the same mill from the two wholly owned subsidiaries 22MCC and Baoye to execute the main erection works. Meanwhile, we also consider to select the subcontractors such as Fujian Sanming etc which has rich experience in similar project to participate the erection works for this Project.

Commissioning ,start up and test:

Ø If MCC is awarded the bidding, we plan to select and dispatch

MCC Paper Group is a diversified business group company engaged in pulp & paper making industry covering paper machinery, equipment installation, printing and packaging, trade, import and export and development of papermaking forest base and it has strong human resource of specialist, technician, operator and manager, and rich experience of management and production in pulp project.

Note:    

1. This Time schedule is made basing on the Employer’s Tendering document and EPS Supplier’s document and time schedule.

 2. After detail discussion with the EPS supplier between Employer, General contractor and EPS supplier, the time schedule may be adjusted with the common effort of the above-mentioned three parties.
